Computers don't have region lock, but your CD/DVD drives most likely do. Like one japanese game for PC I downloaded that I had to burn to a DVD to install, when I tried to auto-run it, it would give me an error message and it was because it had a Region 2 code (which is Japan) and my drives are set to Region 1. But even then, I just explored the DVD and ran just the setup program, not through the whole setup wizard like usual and it installed, so its easy to get around.
But yeah, your drives are region locked.

If you have XP, or maybe any version of windows, to check ur drives region do this:
-Open up My Computer -Just right click in the white space -> Properties -A window should pop up, click the Hardware tab -Click Device Manager -Another window appears, click the + next to CD/DVD drives -Double click the drive you want to use -Another window, go to DVD region
And it will show what region it is in.
Though if the game is on a CD(s), you should be ok, because they tend not to region code CDs

Is there a legal means of getting it for PS2 or is every disc and mod chip illegal?

uh, You could buy and install a flip-top cover, which isn't modding your PS2, but I don't really like those.
Otherwise, if you want to go the legal route, you would have to buy an American PS2.

and why don't you like flip top covers and what are they?

basic, they are a cover for the PS2 that where the disc is, you can open it up without hitting the eject button, and they come with CDs that allow you to play import/backup games using the cover. Because when you hit the reset/eject buttons, the PS2 scans the new disc automatically to make sure it is the right region and etc. but using the flip top you can take in and out discs without the PS2 doing that.
Also, I just don't like the hassle, cause the discs that allow you to play the games don't work with all games so then you have to download and burn this CD loader thing that makes all the new games work and you have to update it every so often...it just gets to be a hassle and too much work.
