Well I have read some ideas that seemed good. The Lea... for the attacks is pretty good. What can Cha be?
Also I will be adding in the Wandering Kingdoms(Max 5 ppl) and Merceneries(Max 3 ppl) soon.

For CHA, perhaps, factor that into buying troops. Instead of 1 troop = 2 gold, how about a scaling system for how much CHA you have?
0-20 CHA = 5 gold per troop 21-40 CHA = 4 gold per troop 41-60 CHA = 3 gold per troop 61-80 CHA = 2 gold per troop 81-100 CHA = 1 gold per troop
Also, when dealing with NPCs, you can factor in CHA somehow. Like...if you were trying to persuade someone for a quest, you can do a "successful" RNG roll based on your CHA. If the number you roll in the RNG is lower or equal to your CHA stat, you "succeed" in persuading the NPC for the quest, if not you fail.
I.E.
Zhao Yun attempts to persuade the Blacksmith to return to work. Zhao Yun does a RNG, and he rolls a 75, since the number 75 is lower than his sexy 81 CHA stat, he succeeded in persuading the Blacksmith to return to work. Thus completing the quest.
Lu Bu on the other hand attempts to persuade some peasants to go back to work. He does the RNG, and rolls a 56, higher than his 32 CHA stat, so he fails in persuading the peasants and the quest.
Also, when purchasing items(weapons, armors, and books, not the war gods axe and stuff), the int skills, you can also factor CHA into that.
You can put a discount based on how much CHA you have. Only for people with CHA's over 50 maybe, because people with low CHA's would not be able to persuade a shop keeper to give them a discount. And since the ladies usually have high CHA, than it's more plausible to have them get a higher discount because all shop keepers are pervs.
Based on the tens digit of your CHA stat you can provide discounts as follows.
50-59 CHA = 2% discount 60-69 CHA = 4% discount 70-79 CHA = 6% discount 80-89 CHA = 8% discount 90-99 CHA = 10% discount 100 CHA = 20% discount(bonus for those really likable guys/girls)

Lea - can be for number of Actions War - Same, to calculate damage Int - Same and maybe some changes Pol - Same with some changes Cha - what sugand said

Market will be modded a bit to make gold gained for w/e the strength of the market is. Treasuries will be added into each territory, to make it easier to calculate gold.
Gates will probably be removed and made simplier since working on gates will be harder to calculate troops for each land

yeah...maybe like...2500, cause 5000 might be too much, though 5000 would work too
