yea this is pretty much what i was saying a while back on gamefaqs, u must declare war on a kingdom to attack their ppl, and u can create a treaty to end it whenever u want
DECLARING WAR ON FREE OFFICERS IS STUPID!!! THEY R PEASENTS U SHOULD BE ABLE TO KICK THEM OUT OF TERRITORIES

Actually, it makes more sense to be able to demand things of them in exchange for their entrance - say half their gold, half their troops, service in a conflict, etc. They refuse, they can't enter.
I know Xiahou Mao's gonna struggle to join anyone anyway. Why doesn't anyone want cannon fodder?
