Its a cool idea....but no, its just ends up being chaos, people running across whole battlefields in whole seconds, also, arguing will start, and battles will never end because no one will admit they were hurt or w/e.
Also, didn't someone already claim Cao Cao Hell?

Umm it's not total chaos, just play by a map in battle. Yea everybody can't dodge everything

If its RPed, you still need to throw in certain rules and etc. Like depending on you War, if two people get into a fight, the guy with more War should win..unless they are close(90 v 80) and the lower guys intelligence is a lot higher, still Lu Bu should be unstoppable pretty much...
Also, maybe depending on like a combination of War/Int or just War, you get so many "dodges" and once you use them up you can no longer dodge things that would be a close call.

Well, I think the current system can work (RNGing it.) But we need more action types available. Maybe a version with some inspiration from DWDRP and ROTKGame, and ROTKVIII to boot (bear in mind I dislike RP'd battles, but if that's the choice, I'll cop it.)
Keep the RNG but give the following action types.
Attack (1xRNG) - loses to strong or musou attacks. Good against evade Strong attack (2xRNG) - beats attack, loses to musou Musou attack (3xRNG) - beats attack and strong attack (exhausts MP bar.) Evade (defeats strong and musou, and gives free shot. Suffers double damage to normal attack) - uses 10MP Super Dodge - evades all attacks, and automatically confuses opponent, regardless of move (needs all MP, exhausts it) Guard - completely blocks normal attack, halves damage from other attacks. (Uses 10 MP) Mighty Guard - Completely blocks all attacks (uses 50% MP) Flee - 20 percent chance to escape (RNG rolled) Restore - completely vulnerable to any attack, but gain 30% of MP back. Overawe/Ridicule - act to limit options available to opponent - advantage in war + 20% chance of succeeding. Overawe allows opponent only defensive moves, Ridicule only offensive ones. (Both cost 5 MP?)
If two attacks of the same type are used, the average of the damage is added to the next attack damage. Guard or Evade neutralise this add on.
Eg. both use strong attack, one guy rolls 2x39, the other 2x2 - you add (78+4)/2=21 (round it up) to the next attack. If either side uses Guard, Mighty Guard, Evade, or Super Dodge, this is neutralised.
What you could also do is randomise the options available - say four out of the lot every turn. If you can't use any of the options, that sucks for you.

hmm it cant be conpletely random I think. With what. around 30,000hp and more per char? It would take forever to kill anyone. and the mighty gaurd WILL be taken advantage of 50% of ur mp. Maybe it should be 50% of ur full musou. :-)
